So it's possible to have light culling enabled on, say, 64 lights, but
with only at most 3 applied each draw, allowing the shader compiler to
unroll the loop if it makes sense. This also better prepares for SSBO
support where the total light count would be unbounded and thus the
value ignored, and thus the value can be 0.

Also regroup the doc paragraphs so it's clear what's related to UBO
usage and what applies to classic uniforms as well.
High-level docs with examples will be written once there's corresponding
support in MeshTools::compile() *and* in importer plugins, as skinned
meshes are usually brought in from files, never set up directly.

In cases when specular highlights are not desired, results in 30%
speedup (on Intel) and ~25% speedup on AMD, compared to setting the
specular color to transparent black.
Testing was easy thanks to already having a ground truth image for this
case.
The only places where they aren't absolute are:
- when header is included from corresponding source file
- when including headers which are not part of final installation (e.g.
test-specific configuration, headers from Implementation/)
Everything what was in src/ is now in src/Corrade, everything from
src/Plugins is now in src/MagnumPlugins, everything from external/ is in
src/MagnumExternal. Added new CMakeLists.txt file and updated the other
ones for the moves, no other change was made. If MAGNUM_BUILD_DEPRECATED
is set, everything compiles and installs like previously except for the
plugins, which are now in MagnumPlugins and not in Magnum/Plugins.
Now we can use CORRADE_COMPARE() almost exclusively for comparing
Vector, Matrix instances and all containers from STL. Tests running time
for all 31 tests is now around 0.1 sec instead of two seconds like
before.
Disabled compilation of all benchmarks, because TestSuite cannot handle
them yet.
PKGBUILD from AUR now can shamelessly use check() function without
unnecessary dependencies.
